Chief Operating Officer
In his role, Vicente manages and coordinates all of ACS’s P3 business development initiatives across North America, acting as commercial lead on behalf of the organization. He is deeply involved in all aspects of P3 development, including technical, financial, commercial, and legal. Vicente regularly interacts with stakeholders and brings relevant and current knowledge of the P3 market conditions. His comprehensive knowledge is founded on his international work in the civil infrastructure industry, where he has provided technical, commercial, and strategic advice to contracting authorities, sponsors, and funders on various multi-billion-dollar P3 transactions at all stages of their preparation, tender, and implementation.

As COO of ACS Infrastructure in North America, Vicente has oversight on all performance aspects of the organization’s project portfolio. In addition to his role as COO, he currently sits on the Board of Directors for all of ACS’s concessions and maintenance companies, where he effectively applies efficient leadership and critical decision-making skills to help ensure each project’s success. Vicente is well-versed in championing projects at this level and is experienced in executing effective strategies and implementation plans which ensure project milestones and goals are successfully achieved. As COO, Vicente is also responsible for ACS' Technical Department. He regularly provides strategic and critical direction for project development through his role on various Equity Steering Committees.

Ovidio is an accomplished infrastructure financier with over 14 years of experience in the P3 infrastructure sector. He provides oversight and leadership on all financing aspects of ACS’s current North American portfolio which boasts 17 transportation P3 projects, with a total investment value of over $24 billion. In addition, Ovidio leads ACS’s internal finance team in the management, negotiations, and structuring of all financing proposals for projects that are still in tender. Ovidio has led and structured many successful transactions in the United States, Canada, and Latin America and has been directly involved in numerous bid submissions that included securing fully committed financing.

Salvador has worked with IRIDIUM for over 20 years in varying business development roles. He manages and coordinates all of IRIDIUM’s P3 business development initiatives across Europe and Latin America, acting as the commercial lead on behalf of the organization. Salvador has extensive knowledge regarding the development of P3 projects, including all technical, financial, commercial, and legal aspects. Since 2013, Edgar has led IRIDIUM’s asset management division. He oversees M&A and financial investor relations for IRIDIUM, a worldwide leader in infrastructure development. Prior to joining IRIDIUM, he acted as external advisor to several private equity and infrastructure funds in the Spanish renewable energy sector. Additionally, he participated in a variety of M&A assignments for telecommunications, media, and technology clients throughout Europe, the Middle East, and Africa, bringing a wealth of knowledge across multiple sectors.

As General Counsel for IRIDIUM, José Luis currently oversees all legal matters relating to pursuits in Spain. Stephanie has nearly 15 years of experience managing alternative delivery proposals and corporate marketing initiatives within the transportation infrastructure industry. In her current role, Stephanie oversees and assists with a variety of tasks, with the end goal of increasing sales and setting the company apart from others in the industry. Stephanie manages and oversees the procurement process for all pursuits, ensuring the high standards and quality that IRIDIUM represents are properly demonstrated to our clients and industry partners. She also managed and executed a full corporate rebranding for IRIDIUM and their North American entity, ACS Infrastructure.

Stephanie has nearly 15 years of experience managing alternative delivery proposals and corporate marketing initiatives within the transportation infrastructure industry. In her current role, Stephanie oversees and assists with a variety of tasks, with the end goal of increasing sales and setting the company apart from others in the industry. Stephanie manages and oversees the procurement process for all pursuits, ensuring the high standards and quality that IRIDIUM represents are properly demonstrated to our clients and industry partners. She also managed and executed a full corporate rebranding for IRIDIUM and their North American entity, ACS Infrastructure.
Nuria Haltiwanger
Chief Executive Officer
As the CEO of Iridium, Nuria oversees the firm’s existing concession portfolio, which boasts 49 complex infrastructure P3 projects, with asset values of €30+ billion, as well as new project pursuits throughout Europe, North America, and Latin America. Nuria is recognized throughout the industry, including by government authorities, contractors, partners, and the financial community as a leader in the infrastructure sector. She was elected to sit on the Board of the Association for the Improvement of American Infrastructure, the principal P3 trade association of the United States. Nuria has been with ACS Group since 2009. Under her leadership, the organization has consolidated its position in North America as one of the most active and successful infrastructure developers, with a winning track-record of 63% of submitted bids and exceptional results in the asset management of its awarded projects.
Vicente Maraña
Chief Operating Officer
In his role, Vicente manages and coordinates all of ACS’s P3 business development initiatives across North America, acting as commercial lead on behalf of the organization. He is deeply involved in all aspects of P3 development, including technical, financial, commercial, and legal. Vicente regularly interacts with stakeholders and brings relevant and current knowledge of the P3 market conditions. His comprehensive knowledge is founded on his international work in the civil infrastructure industry, where he has provided technical, commercial, and strategic advice to contracting authorities, sponsors, and funders on various multi-billion-dollar P3 transactions at all stages of their preparation, tender, and implementation.

As COO of ACS Infrastructure in North America, Vicente has oversight on all performance aspects of the organization’s project portfolio. In addition to his role as COO, he currently sits on the Board of Directors for all of ACS’s concessions and maintenance companies, where he effectively applies efficient leadership and critical decision-making skills to help ensure each project’s success. Vicente is well-versed in championing projects at this level and is experienced in executing effective strategies and implementation plans which ensure project milestones and goals are successfully achieved. As COO, Vicente is also responsible for ACS' Technical Department. He regularly provides strategic and critical direction for project development through his role on various Equity Steering Committees.

Ovidio is an accomplished infrastructure financier with over 14 years of experience in the P3 infrastructure sector. He provides oversight and leadership on all financing aspects of ACS’s current North American portfolio which boasts 17 transportation P3 projects, with a total investment value of over $24 billion. In addition, Ovidio leads ACS’s internal finance team in the management, negotiations, and structuring of all financing proposals for projects that are still in tender. Ovidio has led and structured many successful transactions in the United States, Canada, and Latin America and has been directly involved in numerous bid submissions that included securing fully committed financing.

Salvador has worked with IRIDIUM for over 20 years in varying business development roles. Alfonso has more than 14 years of experience, most of which has been spent in the infrastructure concessions sector. In his current role, Alfonso oversees business development initiatives across Europe and Latin America for IRIDIUM, acting as the commercial lead on behalf of the organization. He is deeply involved in all aspects of P3 development, including technical, financial, commercial, and legal efforts. Previously, he worked with ACS Infrastructure, a subsidiary of IRIDIUM in Canda, where he served in a variety of roles, including VP of Project Development.

For the past 15 years, he has participated in IRIDIUM’s evolution, expansion, growth, and transformation processes. Since 2013, Edgar has led IRIDIUM’s asset management division. He oversees M&A and financial investor relations for IRIDIUM, a worldwide leader in infrastructure development. Prior to joining IRIDIUM, he acted as external advisor to several private equity and infrastructure funds in the Spanish renewable energy sector. Additionally, he participated in a variety of M&A assignments for telecommunications, media, and technology clients throughout Europe, the Middle East, and Africa, bringing a wealth of knowledge across multiple sectors.

José Luis has more than 20 years of legal experience in the transportation infrastructure sector, including procurement, construction, operations, maintenance, and finance agreements. While at IRIDIUM, he has drafted contracts and executed corporate transactions, and reviewed business operations and technical services processes and procedures for complex projects across Europe. As General Counsel for IRIDIUM, José Luis currently oversees all legal matters relating to pursuits in Spain. He is primarily responsible for identifying legal and commercial issues and offering practical solutions during IRIDIUM’s bid preparations.
